Andy Foster — Vote #1 for Council

Community Facilities, Projects & Other Work

Over my time on Council I’ve consistently looked to make a positive difference wherever opportunity arises in our community. I can’t think of all of them by a long stretch at the moment, but here’s a few I can think of:

Heart of Karori.

I convened a group of community people in early 2000 to come up with layout options for the Heart of Karori, and to encourage community participation in any decisions. We ran several consultation exercises, first to understand exactly what people thought the issues needing addressing were, and then to come up with layouts to try to meet them. We worked meeting regularly for a year. Needs included better quality shopping, parking, traffic and pedestrian safety, community facilities, reducing severance caused by the main road, cafes/places to meet, amenity and appearances.

The work we had done persuaded Council to address Karori’s needs, where previously Karori hadn’t been on Council’s radar screen. I continued to lead Council’s project planning as Chair of the Built and Natural Environment Committee. Council consulted on a range of options with 3 suburb – wide letter box drops. We tried partnering with private companies to deliver a new big supermarket as well as the community outcomes. No private company could make that work, principally because of the limited amount of suburban centre land available. We finally decided on a layout in (DATE) including a brand new library, converting the old new venture units into a Community-Youth Centre incorporating Op Shop, CAB and Toy Library, traffic lights, public space upgrade, new toilets, and moving the old Methodist Church hall adjacent to the new Community Centre.

Karori’s new Community Centre opened mid 2005.
